"A picture postcard already printed and available for mailing in the United States but bearing inscription such as Souvenir Card or Mail Card were sent to an overseas address, they would have to be uprated to the 5-cent UPU first class letter rate". "Such cards are rare examples of picture postcards without the required inscription that was properly sent at the 5-cent UPU     letter rate during the period 1897-1902.
